now this is what he could have done in shippuden
Remember how obito controlled yagura and had him start a civil war in the mist because of rin
imagine a scenario like this..
say in part one naruto itachi decides to sneak in all of the minor shinobi villages and trap them in a genjutsu that allows them to follow his commands, they have no hope of escaping as they are all fodders, if there was an S class shinobi in these villages then they would have shown up in either the manga or a filler now back on topic
itachi can easily band these villages together with the reasoning of (the major villages have oppressed us long enough, blah blah blah
now imagine if itachi contacts the gaaras father before orochimaru does and either kills him or controls him
but lets say he kills him
when ororchimaru confronts who he thinks is the kazekage, itachi ambushes him and kills him as itachi knows oro will discover him
itachi then goes to oto with kabuto and gains control of that village as the majority of the ninja that joined orochimaru joined him because of power and considering how itachi killed him..yea
while gaara will easily find out itachi is not his dad.. itachi can just convince gaara to join his side as he will promise him blood to satisfy his mother
itachi will have control of all of the minor villages beside ame plus control of suna plus two jinchuurikis
all itachi has to do then is release konohas secrets to create an outcry among the major nations and then attack with his army.. and noboddy will ever suspect of of anything :Sparks:

well when you consider how great lord itachi is with genjutsu he could have easily taken control of the minor shinobi nations using the same method :Sparks:
