Was it plot no jutsu that kept naruto from learning anything besides sexy no jutsu?

At the start of the show Naruto couldn't do anything besides sexy no jutsu. he had terrible taijutsu too. and yet he learned tajuu kage bunshin no jutsu, a jounin jutsu, by taking a quick peek at the forbidden scroll. how the hell did a guy who could learn that fast not learn a single jutsu in his whole life when he's supposedly so motivated to be hokage? Even the other fodder had jutsus.

tajuu kage bunshin no jutsu only requires a single hand sign. So it doesn't appear to be difficult to perform. It is only a Jonin level jutsu do to the chakra requirement. Naruto had a large amount of chakra even at that time.

Well everyone has to start somewhere, look at him now though. He really only uses two jutsu's.

He just uses different variations of it but he surpassed everyone who was ahead of him.​
