Edo Tensei doesn't reanimate people to their full power.

We got some clear examples.
In part 1 Hashirama and Tobirama were summoned in a weaker form than in part 2, this is clearly stated by Tobirama, then he also says that this time (in part 2) they were reanimated ALMOST at their full power.
