Uchiha Kagami. would maybe be the better choice. there wouldn't be an Uchiha massacre I think.

Apparently Kagami was good hearted and loyal to the leaf, Danzo wasn't the only canidate. Hiruzen basically temporarily put his student over the whole Leaf village that his previous sensei fought hard to protect.

From what we know only ones who were strong enoug are Hiruzen and Danzo. Kagami was there too, we don't know his strength, maybe in the end Tobirama really was anti-Uchiha.

Well let's break down the reign of the Hokage:

Hashirama - Hashirama had to deal with Madara who has kill more than any other th Kage related deaths combined.

Tobirama - Tobirama was probably the only Hokage with the least amount of mess ups of all the Hokage so far.

Hiruzen -59 children and other said ninja were abducted by Orochimaru, The Uchiha Massecre, and the Hyuga Affair

Minato - The village was attacked by the Kyuubi and many died including the Hokage himself and jinchuriki.

Tsunade - The entire village was obliterated under Tsunade's reign.

with what I posted above, you tell me how Hiruzen faired? XD
Tobirama opressed the Uchiha, so basicly the major affair was his fault

How could we gauge their strength from that point? I don't think Hiruzen was in his prime.

sorry there is no arguement
what shinobi in that era had the power to fight hashirama and tobirama especially 2v1
mostly no one could even fight hashi
granted they were edo resurrection look at there abilities in the current arc

I don't think it was a bad choice to pick Hiruzen at the time but Hiruzen made a lot of mistakes during his reign. Out of Toibrama's group he seemed the most "worthy". I still think he was the worst hokage during his own reign lol

i do gotta say though with this being said tobirama was the greatest to ever become hokage
he created countless jutsu - granted most of them are of too high level for most shinobi to use - or got banned
but he also created the rules/order for the village to be run (created gov't that is the hidden leaf)
and he looks awesome and fought crazy
but 1 tiny little thing in my own contradiction if he wouldn't have killed izuna number 1 madara would not have gone as crazy and number too madara would never EVER EVER have gotten as strong as he is

if you think about it though during his reign was the last great ninja war until this present arc

I think he was kage level, not in prime, but still kage level, same goes for Danzou, he was rival of Hiruzen, i think he also was kage level, and we don't know power of Kagami.

At the end of the day:

Koharu was too rash to take on the role.
Homura had a good mindset but most probably wasn't strong enough.
Torifu... eh.
Danzo showed too much cowardice and in the end, when he did become more courageous, he was a bitter, greedy and ruthless old man.

As for Kagami... well, whilst Tobirama had no gripe with him, he bore the Uchiha name and I'm sure other clans would be skeptical and that could have made his reign difficult.

Yes, it was a good choice. Tobirama has no way of seeing into the future. He isn't omniscient. He cannot know what a bunch of 13 yr-olds would do if they became hokage, he chose Hiruzen because he was the most tranquil one and followed Hashirama's ideals of peace. If Kagami had been chosen, yes the Uchiha would have stopped being butthurt, but the fact of the matter is that Kagami didn't bother to volunteer. I'm sure that he had a good heart and he did support the village and was above clan hatred, but he wasn't fit to become hokage at the time either. No one wanted to volunteer and was too afraid to go on the suicide mission, bar Hiruzen. If you are not willing to die for your village, should you really become hokage? That's why Tobirama chose Hiruzen, he was the only one willing to do so at that age.
