All those scans say is that Hagoromo is giving them both power, and in this case, it means the Yin/Yang Seals, not an actual powerup. Hagoromo couldn't stay in the real world because he was a F*cking ghost, without some sort of magical Deus Ex Edo Tensei to keep him running around. Or floating, i guess.

It's quite obvious Sasuke awakened his Rinnegan through a different method than Madara i.e. Hagoromo giving him half his power.
