[Question] Was Garp = roger?

I don't think so. Even if it's said in somewhat similar kind of fashion to tell one is stronger/equal to other, I think they were having a relation similar to that of Smoker and Luffy.

Sometimes, Smoker had the chance to kill/attack Luffy but because of some Humanity reasons, he didn't and gave him another chance.
Similarly, Luffy has nothing to do with Smoker but saved him whenever Smoker was in a pinch of death.

Both the parties know each others' motives.
Like Roger knew that Garp is doing this for civilians' safety and is not a complete puppet of World Government who does anything ordered. Garp thinks by himself and decides what he must do at that moment.
Similarly Garp fights with Roger, But due to some reasons he leaves Roger free. Maybe because of Roger's personality which is difficult to find in pirates.

Whitebeard was said to be the only man equal to Rodger and played to second fiddle only to him. This is confirmed by Buggy and Akainu. One said he is the only man to tie Rodger in a fight while Saka mentioned that Shirohige rose to supremacy once Rodger was gone. In other words a fight between this two would go on and on. It was he who was given title of WSM not Garp. The World Strongest Title means you are the supreme individual in said category. Garp cornered Rodger and pushed him to death many a times, yet never once captured him. Lets see

Unless Garp was a troll who loved messing around, Rodger usually had enough strength to at least escape. Furthermore, in old age and well past their primes, the World's Strongest Man was not called Garp. In MF when Garp made his move a bleeding WB spoke out telling his sons not to lose their minds as he (Garp) was just another man. Based on this potryals and infromation I am inclined to say that Garp was a level slightly below this two individuals.

We cant put a clear cut answer to who is the strongest. There are many variables to account for in a fight. People don't go all out all the time. WB may have been a stronger fighter when his family was in trouble, then when there were not in trouble (think after ace dies), while Garp my have gotten hot headed when it came to upholding the rules of the WG, and Rodger may have been the more level headed individual. But this is just my speculation.
Think of Lucci vs Luffy, the same my be said for Garp vs Rodger, maybe Garp outclassed Rodger, but when he got the inspiration from his crew he found the strength to over come Garp. As far as we know Garp and WB haven't clashed fists.

We know That its basically Rodger >= Garp and Rodger >= WB, but that doesnt mean that WB or Garp is > then the other or even equal to each other, we can just assume that everyone is on a similar level and that depending on the various EXTERNAL environment and situation that one of the three will overcome the other.

One of the most logical answers so far but no, Garp wasn't a level below those two. You questioned about Garp not being able to capture Roger but same can be said about Roger. He was a man with no equal except for WB yet never managed to kill Garp. That explains a lot about the gap b/w their strengths. He was weaker but still he was on par with those two and they are on the same general level.

I can see both of them pushing WB/Roger to high dif. All of them were on same general level. But the gap was good enough to decide the clear winner.
Na i dont think the power gap was that big tbh. There probably was a power gap between Garp, Whitebeard and Roger but that gap was so small that it didn't affect the fight. Imo It's the endurance of the fighters that made the difference when they fought. Roger probably had the most endurance seeing as Garp could never catch him but the gap between their endurance levels wasn't that big either since they both nearly killed each other many times. In terms of endurance I think Roger just about edged out both Whitebeard and Garp. That's how I see it anyways lol

Kinda like the 3 admirals lol. Akainu and aokiji fought for 10 days showing that they were equal to each other in terms of power but Akainu won because he had better endurance than aokiji.
