Was Danzo responsible for Nine-tails attack?

Tobi met up with Danzo some time in the past for unknown reason.
Tobi stated that Danzo's sharingan and Hashi DNA probably meant he wanted to control the Nine-tails.
Tobi knew when and where Kushina was going to give birth.
I think Danzo was his informant, and given his somewhat shady actions I could be right.
Therefore I think Danzo was (at least a little bit) responsible for the attack on Konoha.

Sasuke could interrogate people and find out information with the Sharingan, such as what he did to that Kumo ninja when he tried to find B. Obito could have done the exact same thing to a high-level ANBU who knew where the birth would happen.

I know he was an asshole but he wouldn't destroy his own village for the sake of power.
