Probably not for the simple fact that Champa didn't know about saiyans for the most part or their power scaling until he seen Son & Vegeta in the tournament..

Your argument falls apart completely by the very obvious fact that the saiyans of U6 are fundamentally different beings than that of the saiyans of U7. Champa of course wouldn't have known about saiyans or their power because in his universe they have been oblivious to it themselves. Beerus on the other hand WOULD have known about saiyans since he was the one who gave Frieza permission to destroy Planet Vegita.

Only yet to be ones(candidates) such as Toppo.
