with the Raikage I mean I hate the way his character is he doesn't seem fit for his role he is angry child who is irrational when he gets angry and his skill set sucks so hard OK he's fast and durable that's about it he has bijuu lvl chakra and doesn't use any jutsu but lighting armor that cool but come on the raikage ate supposed to be second to the hokage he.I just feel they could have done better on him

Not really. He was kind of the opposite of Killer B, so I can see why his character was made that way.

Every village doesn't have the same criteria for electing a Kage. Kumo looks like it has a history of selecting it's leaders based off of physical power, and Ay was the strongest.
