it could be because he didn't return to Konoha at all or is somehow involved with the moon incident

One theory which is crazy but floating around is that Naruto gives Sasuke his seal and thats why Naruto's hand is badly damaged and Sasuke takes down IT and disappears from the fight without carrying out his plan and Naruto returns alone to Kakashi without following him

that's actually a very logical theory. I have been thinking if he is not just testing Naruto and his convictions to break the cycle of hatred somehow. Because Sasuke is not interested in wars or hate either thus saying he wants to bear it for himself. Could it be that he is testing his friend?

well, after he met his brother again and after getting to know the truth from him along with "I love you no matter what", he became more curious and began asking himself about the village , about shinobi and went to talk with the Hokages. I think after all that he finally understood things and was closer to get on the right track again. The thing is, he is pure, nor evil nor good so since he stated that the villages only united because of a common enemy, it means he has good intentions and his goal is achieving peace. So, it wouldn't mean he was never evil, it just means he has a common goal with Naruto just different perspectives on it and could actually be trying to test Naruto's.

she clearly did now She just got herself confused cause Naruto became a hero acknowledged by everyone but despite him always helping her, her mind still dreams about Sasuke
