Actually current Temari's jutsus have greater AoE and penetrating power. I mean current base Naruto and part one base Naruto are the same in terms of jutsus but current base Naruto is far stronger.
Why would he act first while Temari stands there doing nothing allowing him to hinder her movements?
The location and starting distance favours Temari. She is the better long ranged fighter compared to Tayuya and Kidomaru while Jiroubo and Sakon/Ukon can't get close to attack. Temari wins low difficulty in all four scenarios.
It's not a matter of her standing there, but someone always acts first in an battle. IF he were to shot a web at her before she can swing her fan, he obviously wins. She could definately counter, as her futun jutsu are perfect counters for his style. However, if a remember correctly, with each swing there's a moment in which she has to re-adjust her fan, as she swings from right to left. You can correct my if I'm wrong, I'm not too familiar with Temari anymore.
If I'm correct, the momentary lapse could be countered w/ Kidomaru continuously spitting out his web and possibly catching her.
If I'm wrong, he'll lose.
SN: she's not a better long distance fighter than Kidomaru, her style just happens to counters his. He's better suited for sniping his opponent.
