This came as inspiration, it didn't even have shinobi when I first thought of it, but I inserted them. Unsure if I'll continue, because I haven't thought past this chapter.
Notes before reading: Setting is way after the Naruto story line. Many years later. The technology is probably only slightly ahead of what we have today. Of course, since this is many years into the future, population will have grown, cities have been made. I'm keeping names like 'Konohagakure', for familarity. But imagine them like huge cities. o_o As for shinobi, they still exist, possibly lower in numbers. Reading this chapter will give a few hints as to what will happen to them.

The only source of light within the large darkened room came from a wall at one end; where a massive, thin television screen emitted a bluish glow. All was quiet. The air was still. No words passed from the lips of each of the persons that sat at a pentagon shaped table, which was placed directly across from the screen.
Suddenly, the screen noiselessly flickered to life. A news anchor appeared on it, standing in front of the typical news channel background. Black haired and pale, she wore her most serious and sombre expression.
All five were extremely attentive, as she opened her mouth, and began to speak.
“There has been an attack in the Land of Water that had struck 3 hours ago today, by a huge mass of unidentified people sporting black clothing and masks. The attackers have invaded Tsuyu City, bearing firearms and sophisticated weaponry. The assault had started exactly 2:20 PM, when the city’s guard had been incapacitated. Most houses in the area were immediately plundered, burned, and completely destroyed. Precious commodities, such as vehicles, have been stolen from local stores. At least a hundred and fifty people have been killed, and it is believed that some few citizens have been taken hostage away from the site of the invasion. It is certain that none of the people killed, or taken hostage were shinobi. Shinobi from Kirigakure has long been dispatched to halt and arrest these people, but the attackers have resisted thus far. We have yet to receive word from the shinobi who have been sent to provide support from Konohagakure, and Kumogakure, from the respective lands of Fire and Lightning.
Now, let’s take a look at the actual scene with reporter Katori, Shion, who is within a shelter almost amidst the fighting. Shion?”
The screen split into two. Another woman, brown-haired, appeared with a microphone in hand. Her clothes were worn, her expression both worried and frightened.
“Hello Aoi, I am just slightly off from where some of Kiri’s shinobi are currently battling the invaders. Right now, I’m within a tent the medical shinobi here have erected to attend to the injured. There’s also a barrier casted by some Kiri shinobi just 10 meters from the walls of the tent outside. It is complete chaos out there; just minutes ago there was an enormous explosion at the city’s centre!”
“Shion, have you been able to investigate the motive of these people? Who are they?”
“Aoi, none of the attackers of been identified yet. However we believe these people have come from different Lands, because when they speak, they all have different accents. The shinobi and I here, within the tent, have agreed that these people must have gathered together from different areas, and have planned this assault for quite a while. As for their motive, from their shouts, we believe they are trying to enforce upon a new regime in the land. Kiri seems to only be the first invasion of many, and is also a threat to the rest of the world. They have been heard shouting things like, “Down with shinobi”, and “Kill the kages”. From these shouts, I can conclude that they want to end the shinobi system.”
“Interesting. But why would they attack a non-shinobi city?”
“A threat perhaps. ‘End the practice of shinobi arts, namely ninjutsu and genjutsu or we’ll kill more people’. And, as I have said, they seem to want to impose a new regime, so they may invade all cities, and all lands.”
“I see. But –“
“Wait! Listen! They’re all shouting something! Let’s take a closer look...”
The camera man followed the woman out of the tent.
It was a shocking site.
Fires. Everywhere, swallowing everything. On tall buildings, on cars and on trucks. A huge mass of faceless people, clad in black stood within the centre of rubble and destroyed buildings and vehicles, standing on the black road and on the rubble itself. All were brandishing weapons, guns, and blades that seemed to be of any name and kind. Dead, even mutilated bodies were scattered about the ground, crumpled and bloody. A group of blue clad Kiri shinobi, surrounded by mist, were standing across from the faceless mass, analyzing their enemy, seeming at a loss for their next move. Their enemy most certainly outnumbered them.
But the worst part was the feeling. Even from a TV screen, the touch of the scene emanated within the room, raising the hair of each of the five persons. A frightening anger, and a certain tension, a wave of bloodlust from the screen could be clearly felt.
A gruesome scene indeed. Suddenly, angry jeers burst from the faceless black cloud.
“Shinsekai!!!”
“No more shinobi!”
“Peace, peace!”
“Stop ninjutsu!”
“Shinsekai!!”
The ground began to shake, a puff of fire and smoke burst violently from buildings far off from the scene. The camera turned around quickly to follow Shion, who was scurrying back into the tent. Once inside, the woman gave a huge sigh of relief.
“Their intent is now clear,” She stated to the camera. “ I’ll dub this group Shinsekai, ‘A New World’, which seems to be their name. Their leader, if any, has yet to be seen. Their name and actions seems to indicate they want to remove the shinobi system and bring a new regime, but the total annihilation of the small city doesn’t seem to add up. A conqueror claims the land and it’s people, not destroys it completely.”
“I see. But how are they rallying against the shinobi? Are they casting ninjutsu themselves?”
“Not that I can see. They seem to have demonstrated unrivalled fighting skills. However, their weapons seem special, and technologically advanced. According to some shinobi that I met earlier here when coming to the tent, any ninjutsu and genjutsu doesn’t seem to affect them, but it has been suspected that their clothing is responsible for this. They haven’t succeeded in killing a single shinobi yet.”
“Thank you for your report, Shion.”
“No problem, Aoi.”
The screen became whole again, showing only the news anchor. She started to speak again.
“That was Katori, Shion, with our latest report of the incident in Tsuyu City today. So far, no word has yet been conveyed on the activities of the leaders of the five lands, or on the five Kage...”
The television flickered and turned off. Lights on the ceiling and on the top edges of the walls slowly began to brighten the huge room. All was still quiet.
Except for the new tension that mercilessly filled the room.
Each of the five faces looked worriedly to one another, plainly expressing the question that hung wordlessly between all of them.
What do we do?

It was hard to make the chapter into a news-cast format; I watch the news a lot, but writing how they speak was still difficult. This chapter was hard in general to write though. How bad was it? Oh, in case if I created any confusion, the news lady's name was "Shion Katori". Also, I wondered whether they take the time or not to add 'san' on Japanese news. I considered searching, but didn't feel much up to it.
