Part one Tsunade under the conditions she fought Kabuto without Katsuyu is kage level to you? Really? Are you implying Kabuto was kage level as well? Neji's part one genin feats allow him to give part one Kabuto a good fight so by virtue of power scaling, jounin Shippuden Neji would take this mid difficulty at most.
