Unrestrict frog kata (because it's one shot technique or at least dangerous enough) and restrict shuriken jutsu if it isn't already restricted and naruto might pull it off. In fact i think he will win with frog kata unrestricted coz he will just need to get one right and with invisible punch, it might just be possible. But if he is allowed to use clones then he definitely wins.

itachi is tactical genius plus with sharingan and intel he won't get hit by frog kata but kisame will get eliminated pretty quickly making it one vs one and that naruto will win. It'd give naruto a fair chance of winning, by no means it'd be a stomp.
