Kisame high diff. He shouldn't have too much problem dealing with Kakashi in CQC with the terrain advantage, added with the fact that he dealt with V1 Bee and base Gai in CQC with zero issues. Not to mention, Mizu Bunshin and Water Prison combos.

Kakashi wins scenario 2. If Kisame opts to use his Water Shockwave Kakashi can electrocute the water with his Raiton Wolf. Suiton Sharks shouldn't even be restricted seeing how Kakashi has already copied Kisame's regular sharks. Hiding like a mole has potential to troll as well.

True, but I think lightning wolf along with Kakashi's own large scale Suiton's is more then enough. Kakashi has already copied Kisame's shark with ease before, not sure about any jutsu Kisame can use that Kakashi cannot copy barring the Water Shockwave. Add in Genjutsu and it's pretty much guaranteed to be in Kakashi's favour.

Yep, he remembers it forever just like Sasuke used Lee's technique in a future event and Madara used Hashirama's Mokuton 100 years later (random number).

Kisame CAN still turn the location into an ocean.... By sharks do you mean water bullets as well? Lame restrictions OP but Kisame can still win.
