Try Gimp or PaintTool Sai if you can get your hands on that.
You should aim for trying out Photoshop as well, as that is easily one of the best programs.

I would recommend Photoshop Cs6 but you said it has to be free, Gimp for sure than... And Its not so complicated also works well for beginners. Good Luck

I've downloaded Gimp the latest version they have. It's not too bad..already figured out how to size a signature to any liking, and putting in the render. Now, I'm trying to figure out how to put in a good background and work with the blends.

I'd recommend you try Ps Cs5/6, go search it at torrents and download what you need ... if not try GIMP

To get a good background, Load up a new Gimp thingy and then open in layers render. Go to filter then noise then pick. Tone all the settings up and check randomize. Then duplicate the layers until the whole box is full. Then load up the render again. It'll look nice. For example, my sig
