Ninjutsu was created by shinobi's after Ninshuu...Kaguya should be able to use the techniques naturally without handseals, since it was derived from her..

Handseals are meant to weave and mold chakra into a technique. Just because she was the first one to hold chakra doesn't mean she can manipulate it without handseals.

Hence why she probably never used them in the battle against Naruto and Sasuke
