But that's not Zetsus purpose on the war.


Zetsus where mainly used for diversion , and to seperate the groups.

To infiltrate enemy bases and gather intelligence or "record".


Tobi is planning to use all the chakra , that Zetsus have gathered so far , to add it into the Gedo Mazo = Thus reviving the Juubi.


Atm Tobi is stalling Naruto = since it takes time for the chakra to gather and travel VIA Zetsu to the Gedo Mazo.

Zetsu can't make chakra travel like Nagato did while controlling the Paths.

Neither would be able to take down 100k zetsu clones it is too much for them. Only Edo Madara, Naruto, Nagato, Tobi and Kabuto can pull it off. Both 3rd Raikage and Hashirama were killed by a huge army of fodders from one nation. And 100k zetsu clones>>>>> huge army of fodders from one nation
