The translation that said it needed Naruto and Sasuke's seals was wrong. Those seals only had the purpose of sealing Kaguya/Madara. They didn't hold any other properties. The actual way to undo IT is to use Sasuke's Rin'negan and Naruto's Bijuu power. They both need to do the Rat seal which will release the Genjutsu and release the tendril's hold on the people under the Genjutsu.
