In canon Gai states that the aura around them is not chakra but sweat. That's why Kisame was unable to absorb his attacks.

As for Kaguya, I think the reason why Sasuke's Amaterasu didn't work on her earlier was because she activated Omnyoudon (Unless she absorbed it). Kaguyawasn't paying attention to anything else other than the Yin-Yang seals. Which is why she literally flew up into Sakura's punch.

She just doing a punch that full of her chakra that she called it as Shannaroo.

Incorrect. Sakura's punches releases chakra from her fist. Gai doesn't, hence why Kisame couldn't absorb his attacks. His attacks are raw air pressure.
