That's what I was thinking. I thought that since Oro's arms would be sealed that he would do a lot of research on the technique. Probably found out by Kabuto.

1) If Hiruzen knew about the mask, he wouldn't have shown concern of him having failed in any way, as it would likely give Oro hope of being able to restore his arms. You wouldn't sacrifice your life and then take the risk of ruining it by being super worried.

2) If Hiruzen did not know about the masks, he simply would have thought that the technique was irreversable.

It's not at all complicated. And I don't get where you get that ignorant part from...
