I believe its a device that allows you to first do the technique then records it in a scroll for use later, advantage of this is that it much faster than doing the actual technique and am sure doesn't require hand signs,disadvantage it can be used by anyone else even non-ninjas so example bolt put chidori rasengan inside if any has the bracelet even lee can chidori rasengan.
p.s am sure bolt actually knows the jutsu and probably hasn't mastered it yet but didn't want F up in the finals infront of his dad thats why his used it. they say he is an elite genin
