What I want to know is why Sakura didn't use this ability when Sasori had her/Chiyo on the verge of death, when Pain was destroying their village, etc.

Simple answer is Kishi didn't think this far yet, and is adding yet another load of bullcrap to this terrible arc.

Sakura formed the Yin Seal but that leads up to two different jutsus, one is Creation Rebirth, the other is Strength of a Hundred Technique. Sakura hasn't used either. She simply mastered the seal.
