Differences
Here I will mention some differences of the feats between Minato and Naruto against the Raikage.
1) Minato was not trying to evade, he was counterattacking and Naruto was trying to evade the Raikage.
That is the first difference. Minato did not need the Hiraishin to dodge the blow, he decided to use the Hiraishin to counter unlike Naruto who needed his shunshin to dodge only the blow. And what better way to counterattack than Level 2 Hiraishin. This was not the typical Mouse that flees the Cat as it was with Naruto, it was a combat.
