Jiraiya is stronger. He 1 shots with Frog Sound Genjutsu. Orochimaru has no counter for that. Jiraiya then can do whatever he wants with him. Orochimaru has not shown the ability to make his edo's fight, just make then stand-still (except Hashirama, who just broke it.)
