It's most likely his base speed, when Madara said, "But you're still really fast, Sasuke" i think it's implied that he meant Sasuke is still really fast even without the teleportation. Even if he did use teleportation, it's still an amazing feat that he was able to catch up to Madara who was going full speed and had a head start.

you have no proof that sasuke can evade long range kamui at its full speed ,he already faild to deal with kagyua's teleportaion ,kakashi was able to warp gedo's arm which is like 100 human size in less than a second before it disappeared(responded for the summoning)

In a situation where Sasuke had to run as fast as possible to enter the range of his Rinnengan swap before it's too late(the gate closing), he couldn't even run faster than Sakura can see and even encourage him with "Shanaroos", so i seriously doubt he could blitz him with base speed at 50m distance

Scenario 2:,Sasuke Rinne-swaps into 25m range, Kakashi still Kamui's him.(Sasuke isn't faster than a Kamui at that range GTFO)
Scenario 3: Sasuke activates PS. Kakashi, who has KCM, Kamui's the entire thing.

The only scenario I can see Sasuke winning is if he started closer and teleported right off the bat.
