Seems like you're implying Sasuke would be dead with a single hit of one of those Bijuudama. Well, Naruto at one point had Sasuke with his Susanoo pinned down with a charged Bijuudama for fifteen full on screen seconds. Easily enough time to fire a Bijuudama, yet he didn't. So that means either Naruto had the chance to kill Sasuke early on in the fight but didn't or he knew his later attacks would not kill Sasuke and still went in without the intent to kill.

Either way, I don't think it contributes to your point.

Naruto wasn't trying to kill Sasuke, but neither was Sasuke either honestly. If he had literally used all the bijuu chakra then he wouldn't have have lightning left in the susanoo, wouldn't have used many chakra based moves after, wouldn't have tried to gather the rest bijuu chakra.

Also just because he wasn't trying to kill him doesn't mean his jutsu didn't equal or match the strongest jutsu.
