You need to be much further ahead of Neji, as we saw with CM lvl 2 Kidomaru choosing to keep his distance instead of fight despite having more hands, to be able to challenge him in h2h.

The problem is that while your hits will hurt if they land, Neji will paralyse and rupture organs with each hit. So its a no go.

Neji wins. He is also much stronger than this Sasuke
