Kakashi is tier with Itachi in my opnion.
The only reason why I say this is because Itachi has lower stamina than Kakashi.

The only reason why I say this is because Itachi has lower stamina than Kakashi.

That would be true for most, but not Itachi. He has too many one shot jutsu's to go in to a fight for a prolonged period of time. Tsukoyomi activates before Kamui does, Kamui requires Itachi to look, thus giving Itachi the victory if you're talking about the one shot Kamui. If you didn't comprehend what I just said, think of the more simple factor. Kakashi can't kamui Itachi if he's in the Susano'o, Susano'o seals him, or Itachi uses Amateratsu/tsukoyomi and gg.
