I didn't say Naruto and Goku are stupid, but they are no intelligent like Kakashi, Shikamaru, Itachi etc.
Luffy is funny but he is stupid. He lacks common logic. Even Ace admitted that he "is on the slow side".

kakashi and itachi just have more experience than naruto.
