Trick Question, in terms of raw strength as of now = Tsunade, In terms of ability as of now = Sakura. Maybe as Sakura get's older her raw strength will grow to Tsunade's level. And the 3rd Raikage cheat with using speed, so he doesn't count.

Tsunade and Sakura don't use pure strength , they use chakra enhancement , therefore Lee,Gai,4th Raikage and 3rd are all stronger
