Well, at least in Kishi's design she looks like a badass female ninja that's about to kick some ass.

I think Ikemoto changed it because her outfit was basically the same as pt. 1 Sakura but with the Uchiha crest.

The first Ikemeto design was the cutest. It's short but has flow to it rather than the second version where it looks any second Sarada's vagina was going to make a guest appearance.
