I think itachi cause he's talents combined with his sharingan he really succeed in mastering the sharingan fully like kakashi said himself.

but now madara cause sasuke got itachi's eyes.

In terms of just sharingan, it would have to be Itachi. If he didn't have the Rin'negan, I think Itachi would trounce Madara.
