[Tier] VOTE 2 Naruto and Sasuke Hypothetical Stats (& Others)

Give Naruto and Sasuke grades (1-10) for the dimensions of combat mentioned below. Fractional grades (e.g. 6.25) are allowed. I've created a scale which I believe accounts for the massive range of power seen from the beginning and end of the manga. If you're up for it, grade other shinobi as well.

1 = Chunin level or below
2 = Jounin
3 = Elite Jounin
4 = Low Kage
5 = Mid Kage
6 = High Kage
7 = Legendary Kage
8 = Ground-level Rikudo
9 = Medial Rikudo
10 = Perfect Rikudo

Dimensions:

Ninjutsu (destructive capability, versatility and efficiency)
Genjutsu (usage and resiliency against, each accounting for half the score)
Taijutsu
Bukijusu
Speed (including shunshin and other jutsu)
Strength (including nin-taijusu strength)
Intelligence (IQ, battle awareness and tactics)
Chakra Control
Stamina (chakra pool and physical resilience)

Average the results at the end.

People commenting on this thread seem to be marking Naruto's intelligence much lower than displayed in the anime. In my opinion, it should be a 6-6.5. Naruto has been shown to have surprised or caught multiple opponents off guard with his strategies, or general trickery with the clones he uses. For example, he disguised multiple clones as rubble to trick Pain. He also fooled Kakuzu too. There are probably more examples, but I can't recall.

Also, I would put Sasuke's stamina at a 7. He has been shown to tire out more easily, especially when fighting opponents like the Raikage, or Danzo. Perhaps it was just the MS strain at the time, but he seems to be a bit less gifted. Didn't Sakura or Kakashi also comment on his low chakra when they did the first training session?

I would also put Naruto at an 8 in terms of speed overall, and place the genjutsu skill of his at a 5 (He hasn't shown any genjutsu whatsoever, as far as I recall)
