It is more likely that they had no real way to split up the Juubi at the time. Afterall,the Bijuu only formed towards the end of Hagoromo. The Brother likely played the role of the sealer. Hagoromo being the host.

It is quite an anomaly so to speak, but you have to remember Mangapanda is quite rushed and *********** isn't entirely accurate, as they choose words that best suit the situation (that make it flow best) rather than staying true to the original script in Japanese; which is what Viz does and it is why Viz takes longer to come out.​
