visual genjutsu DOES work on blind people.

i wanted to post it on the original thread but for a genjutsu to work it needs direct eye contact. chakra is sent into the eyes as a form of light and starts the genjutsu so it doesnt matter if they cant see it will still work. why i think this is because kabuto blinded himself and put shaders over his eyes and wasnt bothered by white rage at all however itachi was still able to tsukuyomi him to get the edo tensei hand signs and mentioned how it barely worked despite being right infront of him

depends what kind if its the kind that effects balance then yes because you dont need to hear to have your balance centers messed up in your ears

I think when you see, you emit chakra from your eyes. When you're blind, you dont.

So, a seeing person, that emits chakra from eyes, can have that chakra manipulated from another seeing person, casting the genjutsu. That makes it successful.

A non seeing person would not emit that chakra from eyes and therefore not subject to having it manipulated by a genjutsu user.

Itachi had to lift his eyelids up to use tsukuyomi.
