When you first started following the series, who had a more menacing villainous feel?

Oro and his perverse experiments and creepy style both aesthetically and in his jutsus, to being basically all knowing and having an insatiable evil thirst for knowledge.

or,

the Akatsuki who was a whole group of strong ninja, grouped in pairs, wandering badasses who were shrouded in mystery and an ominous appearance. More of a force of evil than a single villain, but thats what made them so intimidating.

Oro by miles. Itachi and kisame were the first akatsuki we saw and they didn't have that much of a villainous feel.

Tbh oro intrigued me more as a villain and I was expecting more but he became a big flop

Akatsuki weren't intimidating. They were badasses. Especially 99% of the community where waiting for Pain to be revealed, cuz he's fecking badass in the shadows. Orochimaru's the cruel pathetically evil oriented villain. Those who doubt it should watch the whole series again.

Akatsuki because Orochimaru hyped them up to be dangerous and said that he'll stay out of their business.

Orochimaru for sure part two ruined him a little, he definitely should've the final villain. The Snake takes the planets chakra and becomes one with it transcending and attaining the ultimate reality.

Akatsuki's ultimate goal was sort of noble even if they went about it the wrong way, whereas Orochimaru's wasn't.

Oro no contest. The akatsuki was less and less menacing as it’s members were introduced for me bar itachi, kisame, and pain

For me, it was both of them, actually. Orochimaru and Akatsuki always had their own bad, but appealing charisma.

Orochimaru always seems like fodder to me.
