Hell yes he'd make a fantastic villain!!
During his Ripper days even Klaus admired him. He even saw him fit enough to call him his brother. An Original like him wouldn't have done for any vampire. That tells you a lot.

More cooler, yes.
More sadistic, not even close.
Stefan and Damon are equal in strength. Stefan during his 'Ripper' days was much more cruel and evil than Damon could ever be.
And power-up? This isn't an anime where they can magically gain some new power. You don't even need power-ups in VD. It's all about being able to plan ahead, manipulate your enemy, and maintaining leverage. If it was only about power than Klaus would have killed everyone and the show would be over.
Stefan has Klaus in the palm of his hands right now because he has leverage over him (in the form of his family). That's proof right there.

Glad to find VD fans!!!!
And yea no doubt Damon in more cool and that his dialogue, character and role is pretty kool but as for talking bout stefan, he is pretty kool as a villain and hence is one step ahead of klaus . Thinking of what he did in ep11
