Round 1: In The Dragonball Z universe.
Goku has access to Super Saiyan 1, 2, 3, and 4 if you want.
Akuma has access to all his Satsui no Hado powers. Including Shin Akuma, and Oni.

Round 2: The Street Fighter Universe
Goku has access to Super Saiyan 1, 2, 3, and 4 if you want.
Akuma has access to all his Satsui no Hado powers. Including Shin Akuma, and Oni.
