Yes this is a long shot, but e.g.
Nagato has the path of this the path of that. animal, human, outer, deva.
Obito is being claimed to have not used the same abilities as Nagato's... because of teh neede chakra to control the bijuu
Madara has limbo "separate world"
Sasuke has a flicker-ish technique.

Maybe, just maybe, it's like sharingan in that respect. Rinnegan abilities differ among its wielders.
Maybe it has something to do with the wielder's nature emotions, or goals.
Maybe I'm wrong.

I think Nagato used the Rinnegan more efficiently (evidently).

However, that said, your question has crossed my mind before aswell (i.e. although Nagato was able to perform the Planetary Devastation Technique, I have never seen Madara or Obito use it. At the same time, i havnt seen Nagato or Obito Summon Meteors either, which we know is one of Madaras Rinnegan Techs).

If you were referring to the cinematic that went along whenever the jutsu she was carrying was talked about, it looks more like the grand shinra tensei nagato used to wipe out konoha. Not planetary devastation.

What are you talking about?? Planetary Devastation is one of the Rinnegans Deva Path Techniques. -__- Hagoromo also used the same technique to create the moon and seal the Gedo Mazou into it. Have you forgotten?

No, nagato and obito couldn't use the full power of the rinnegan since they weren't the original wielder. Madara implied that he can use its full power... Sasuke has sharinnegan , I really don't know what it is. Madara called it rinnegan, sage called it sharingan....
