As for me, I don't have an answer yet I am still thinking about it. I am not too good to forgive somebody for killing my whole family and my people. So I don't know the answer yet.

I have an answer to his question.
It is not necessarily a solution thought.

Anger is an emotion.
All humans have emotions.
All humans effect and in return are affected by others for better or worse by others emotions.
Everyone is unique in the way they perceive the world.That being said there will always be someone with a different align of emotions and agendas which will undoubtedly lead to conflict.Conflicts can and will stir emotions.Peace is a state of harmony characterized by the lack of violence.
Sure people can live in harmony.......as long as it is their ideal of harmony.Anger in an emotion and to deny anger is to deny emotions.There will always be emotions so there will always be anger.

Anger can and will lead to hate.You can reduce it you can smother it and ignore it,but it is there.

In the end there will always be hate.

Not sure whether Infinte Tsukuyomi really works. Remember Road to Ninja: A universe where everything is like you dream it but still people don't feel comfortable there. I guess even the IT would someday break of that.
