Naruto was aiming for his headband, not his face. If he wanted to he could've hit his face or body.

in the panal you posted(which if you actually read it) only says how dangerous both techniques were. kakashi says it could have killed sasuke while jirairya commented "maybe its to much for sasuke". NOTHING in that panal suggests they were equal attacks. please, pull out the words that say they are equal. to say that to moves are dangerous is not to say they are equal

Reading comprehension is key. Sasuke never said it was stronger Jiraiya and kakashi knows each other a lot and for him to correct kakashi's statement like that obviously means that rasengan wouldn't have beat chidori or killed Sasuke. Added to the fact that after they said that rasengan and chidori always stalemate no if's ands or buts about it.
