Description: User will create a slicing wind gust which is used to divide and neutralize a Wind attack launched against him. It splits an incoming wind attack of lower or equal strength and makes it harmless.

When a C-rank or lower wind attack is launched at you (If you can deduce that without meta-gaming) you simply manipulate the wind in front of you to slice through the opponents jutsu, cutting it in half to render it useless.
You'll learn a better and more useful version in the B-ranks so keep in mind how this jutsu works.

(Fūton: Hanachiri no Mai) - Wind Release: Flower Scattering Dance

Description: This technique after performing the required hand seals Tiger → Hare → Dragon allows the user to summon a cyclone of petals to attack their opponent. The user can remain in one spot for the use of the technique, because he or she can direct it anywhere they desire. Therefore, the user can increase the direction and power of the technique to the maximum as a last resort.

Using the three hand seals, you'll use your wind chakra to summon a gentle cyclone of flower petals, that you can direct anywhere on the battlefield AND control how fast it spins. For instance, a nice gentle cyclone that just appears to blow the petals around and nothing else, before you up the power at the last minute to knock your opponent away.
Just for my own benefit, what is wind and all that? I don't doubt you, but just to be sure.

Well, I'm just going to rattle off the first things that come to my mind.

Wind is everywhere and no where at the same time. While we can't see wind itself, we can see the effect it has on us and our surroundings (e.g. when the wind blows fallen autumn leaves, when an ocean breeze ruffles your hair, or when a sudden gust of wind carries your umbrella off in the rain, or even when the wind blows pollen from flower to flower). Despite the fact that it doesn't have any physical substance to speak of, wind can demonstrate remarkable power in the form of tornadoes that rip through the land and gale force winds that gradually carve out the earth over time.

Most wind element techniques tend to deal damage by cutting with sharp precise attacks. An example of a technique that makes use of winds cutting power is Naruto's Futon: Rasen Shuriken, which is composed of innumerable miniature wind blades so fine that they can actually permanently damage the chakra network (before he learned how to throw it, I think Tsunade mentioned something about its use damaging his chakra network). Other wind style techniques are more blunt and forceful, like Futon: Atsugai, which wields enough power to level anything in its path.

As for wind's relationship with the other elements ... I'll copy/paste it from the previous thread :x

Because air is a poor medium for electricity to flow through, the Wind element is strong against the Lightning element. It's not often done because of their contradicting natures, however, it is possible to combine the two elements and form an effective collaboration technique - An example would be using the friction generated by razor sharp wind shears grinding against each other (similar to what Asuma described) to generate sparks of electricity, later enhanced with chakra.

Because flames burn oxygen, the Wind element is weak against the Fire element; However, because flames burn oxygen, wind release can be used in conjunction with fire with the intention of augmenting the strength of a given fire jutsu. In my opinion though, depending on how you go about it (what techniques you're using), combining wind and fire might be like sacrificing control for power.

The Wind and Water element share a similar relationship to wind's relationship with fire, despite the two being opposites. While wind can be used to bolster the strength of fire, it can do the same for the water element; When combined with water, wind will drastically increase its overall concussive power.

The Wind and Earth element have a . . . unique relationship, for lack of a better word. Earth isn't necessarily strong against wind, and conversely, wind isn't necessarily strong against earth. They can be combined to form effective collaboration jutsu, but it's not something you see often; Some of what I've seen people do is to use the wind to move large, otherwise unmovable rocks over large distance excessively fast (While eliminating the threat of lightning), another way I've seen it used was to drastically increase the cutting power of wind by infusing earthy particles into the wind, giving it some tangibility.

(Fūton: Kazekiri) - Wind Style: Wind Cutter

*I begin by kneading chakra while closing my eyes and visualizing a butter knife firmly clamped down in place with the blade facing up. About two and a half feet away from the knife, I imagine a clone of yours is holding a gun -- a .45 ACP -- in such a way that when fired, the bullet will hit the knife dead in the center of its blade. Your clone pulls the trigger, and when he does, everything in my mind plays out in slow motion. I watch from behind a sheet of bulletproof glass to protect against shrapnel and I see as the bullet is cut in half when it hits the knife, despite the knife's dull blade. Using this visualization as a reference. Now, having molded enough chakra, I open my eyes and begin the nature transformation. I grind my chakra together, making it sharper and finer until I am confident in its quality. (I'm not entirely sure how I should release this) Once I'm ready, I release the built up chakra in such a way that emanates from my body and materializes in front of me in the form of a single, large, sharp blade of wind. I use shape transformation by forming a layer of regular chakra around the blade so that it can maintain its form. The quality of the wind blade is such that it is as sharp as a finely crafted katana and should another wind jutsu of equal or lower rank clash with it, they will be split in half and nullified similar to the bullet in my imagination.*

*I begin by memorizing the handseals and kneading chakra. Then as I did before, I begin to visualize, though this time I'm visualizing a mass of sakura petals being carried away by the wind. I focus particularly on the appearance of the petals then open my eyes again. As I did before, I begin to start the nature transformation and sharpen my chakra by arranging it in the form of multiple miniature blades that continually grind against each other. At this point, I release the gathered chakra into the air surrounding me and proceed to perform the required handseals, Tiger → Hare → Dragon. The performance of the handseals not only causes my chakra to materialize, but also allows me to perform shape transformation by arranging my chakra into multiple individual clumps in such a way that it takes on the appearance of a mass of sakura petals. Issuing a kind of mental command, I manipulate my chakra and cause it to rapidly rotate, which ultimately creates a vortex of the flower petals which I send flying into an adjacent tree.*

*I begin by kneading chakra, channeling and concentrating it in my dominant right hand. After a little while, once I've gathered enough chakra, I start the nature transformation by compressing my chakra further and repeatedly grinding my chakra against itself. Seeing as this is a simple technique there isn't much more for me to do, so when I feel the time is right, I sway my right hand out in front of me and in doing so, release all of the accumulated chakra in the form of a wave of cutting wind that rapidly flies away from me and cuts into an adjacent tree.*

*I start by using my right hand to pull out a long bone in the form of a sword from my left shoulder. I begin by standing in the Chudan-no-kamae stance while closing my eyes and kneading chakra. I thereafter control my breathing and get into a light meditation. Once I've molded enough chakra, I channel it into the sword which is literally an extension of myself. As I channel chakra into the sword, I initiate the nature transformation. This time I use the image of powerful powerful winds breaking branches and shedding a tree of its leaves to help me properly execute this technique. I compress my chakra, which rebounds and resonates within the sword, infinitely grinding against and sharpening itself. Once I feel that I've gathered enough energy, I assume the jodan-no-kamae stance and slash downwards. As I swing, I release all of the accumulated chakra at the apex of my swing, which comes out in the form of a whirlwind and moves forward in the direction of my swing.*

(Futon: Ressenpū) - Wind Release: Violent Whirlwind

*I begin by doing some light breathing while kneading my chakra. It doesn't take me long to accumulate enough successfully perform this jutsu, so at that point, I take in a deep breath and imbue all the gathered chakra into the air in my lungs. Afterwards, I immediately begin performing nature transformation. I form my chakra into multiple small blades that grind against each other and sharpen each other as they swirl inside me. Though I am sharpening my chakra somewhat, I focus more on compacting and compressing my chakra so that when I release it, it comes out in the form of a powerful gale rather than wind that explicitly cuts. Once I've compressed my chakra enough and before I get to the point where I can no longer hold my breath, I open my mouth and release the wind all at once. The wind is released in the form of a stream aimed directly at your clone.*

This technique seems similar to the previous Peacock Whirlwind technique, so I use that as a reference to properly perform this technique. Like before, I perform nature transformation and compress my chakra which rebounds and resonates within the sword, except this time it doesn't grind against itself and instead cycles around in a continuous flux. Once I feel that I've gathered enough chakra, I release the built up energy which manifests in the form of rapidly cycling winds (a vortex) that cover my body in a protective cocoon. I form a layer of regular chakra on the outside of the winds to form something of a boundary so that none of the wind escapes and instead continues to cycle around me without losing any power.*

(Fūton: Shinkūjin) - Wind Release: Vacuum Blade

*I begin by kneading chakra while doing a little light breathing before eventually taking in one big breath of air. Afterwards, I infuse the air in my lungs with my chakra. The next step is nature transformation where I continuously compress and grind my chakra against itself until its razor sharp. While doing this, I close my eyes and visualize a kunai covered by a translucent veil of chakra that augments its offensive power and increases its length. Next I imagine the same translucent veil as if it were covering a shuriken, extending its overall range and lethality. At this moment, when I've finally molded enough chakra, I exhale the previously inhaled breath onto a shuriken before I go blue in the face. Afterwards I throw the shuriken towards an adjacent tree. The wind covers the shuriken in such a way that its range is much greater than before and its cutting power is now vastly superior than it was. When the shuriken make contact with the tree, it effortlessly cuts through its trunk.*

*As I did previously, I start by doing some light breathing while kneading chakra. I remember that I previously performed a technique quite similar to this one and once again, use that as a reference to properly perform this technique. I make sure to mold more chakra than I did for the previous (Violent Whirlwind) so that this technique will pack some extra punch. Once I feel that I've molded enough, I take in a deep breath and imbue all that gathered chakra into the inhaled air. At that moment, I begin the nature transformation, changing my chakra to resemble wind. I compress and rotate the chakra inside my lungs like a raging storm, though it might be easier to imagine that the way I'm compressing and rotating resembles the Rasengan. After a short while longer, I exhale the previously inhaled breath and release the wind in the form of a violent twister. The twister scrapes and rapidly erodes away the earth as it moves away in front of me out to mid range.*

(Fūton: Shinkūken) - Wind Release: Shock Blade

*I pick up the bone sword that I used when previously performing the Peacock Whirlwind Formation technique. I wield the sword normally in my right hand with no particular stance. As I did previously, I begin kneading and channeling my chakra into my bone sword, concentrating it there. When I feel I've molded enough chakra I begin the nature transformation; my chakra moves back and forth, repeatedly grinding against itself as it reverberates through my sword. While performing nature transformation, I briefly close my eyes and visualize exactly how I'm going to perform this technique. It seems simple enough -- a wave of cutting wind that is released from my sword in the arc that it was swung in; I need to make sure to skimp on the amount of chakra I pour into this jutsu to make sure that the wind is strong enough to propagate out into Mid Range without losing any of its power fading away. When I feel that I've molded enough chakra, I open my eyes and swing my sword in a downward diagonal slash from my right to left. As I swing my sword I release all the gathered chakra in such a way that a crescent blade of wind is released from the arc of my slash. Immediately upon releasing the wind from my sword, I form a layer of regular chakra around the wind. Manipulating the layer of regular chakra, I compress the wind and force it to maintain its shape as it flies forward towards the open air.*

(Fūton: Senmōfū) - Wind Release: Rotating Ferocious Wind

*For this technique, I repeat several of the steps from the previous technique -- I knead and channel my chakra into my sword and perform nature transformation by having my chakra continuously move and grind against itself as I continue to concentrate it within the bone sword. I imagine my chakra cycling around wildly like a cyclone, free and with unrelenting power despite not having any physical form to speak of. When I've gathered enough chakra and completed the nature transformation, I perform a downward vertical slash with the sword in my right hand. As I sway the sword, the gathered wind chakra is released in the form of a large and powerful gust of wind the rushes forward, away from my body. The size and power of this gust is such that it can easily block any throw towards me from in front. Unlike before, I don't use shape transformation and just let the gale move freely as intended.*

(Fūton: Dai Sakūgen Sebiti) - Wind Release: Great Slashing Tornado

*I start by practicing and memorizing the necessary handseals and once I've got those down I begin kneading more chakra. I close my eyes and begin to visualize once more -- I imagine myself in the center of a small tornado, being effortlessly tossed up into the air by the powerful winds. While imagining this, I begin the nature transformation, changing the characteristics of my chakra to more closely resemble the cyclone in my imagination. In my visualization, I can't see or hear anything outside of the tornado. I'm completely helpless as I'm repeatedly cut and sliced by the powerful winds until the tornado finally loses power and disperses, at which point I fall back down to the ground bruised and battered. I open my eyes again and by now I will have molded enough chakra. I perform the handseals that I previously memorized, releasing and imbuing my chakra into the air mid range distance in front of me. My chakra manifests in the form of a violent tornado of cutting winds, just as I imagined (except it's not being used on me). The tornado continues to move and cycle by itself before eventually losing power and fading away by itself.*

Description: This technique is used to counter a Wind attack launched against the user. Originally used by Kujaku in conjunction with her sword, the user will need to perform a series of handseals to amplify chakra and then he will split the incoming Wind attack and take control of the whirling vortex thrown at him, in order to re direct it towards the opponent.
Note: It can block only up to B rank wind jutsu.

Just a wind counter to counter B-rank wind techniques and below that have been thrown at you. Few seals, and you will a thin blade of wind that will split the incoming technique and then take control of it and goes back to your target with a little added power.

(Fūton: Mugen Sajin Daitoppa) - Wind Style: Infinte Sand Great Break Through

Description: Originally Gaara's technique, for other characters the user will have to gather the dust or sand of the environment around him and then combine it with his elemental wind affinity. A large wind gust with dust or sand will get created capable to push away the opponent or medium sized objects.

By gathering up the sand, or dust depending on the terrain you are on. From that you will gather your wind chakra up in your mouth, and then release it. The wind will blow the dust, sand around. Causing your target to be blinded for a minor second, but has enough power behind it to push your target back, and other medium sized objects.

(Fūton: Kaze Gaeshi) - Wind Style: Wind Return

Instead of "performing" this technique, I'll describe how I would perform it.

*In a situation where a B-Rank wind technique is launched towards me from long-range, I would begin molding chakra while briefly closing my eyes in concentration. In my mind, I would imagine a still knife cutting a bullet that fly across its blade. Using this visualization as a reference, I would open my eyes and proceed to release my wind chakra into the air in front of me. I would proceed to shape it into a thin, compressed blade of wind by forming a layer of regular chakra around the wind and pressing it into a fine blade. To further refine this blade of wind, I grind the chakra within against itself continuosly until the blade is razor sharp. On contact, the oncoming wind technique would be split into two weaker whirling vortexes, which I would then redirect by releasing my own wind chakra into the surroundings and using it to "guide" the vortexes back towards my intended target. With the addition of my own chakra, the wind would be slightly more powerful when it is sent back towards my opponent.*

(Fūton: Mugen Sajin Daitoppa) - Wind Style: Infinite Sand Great Break Through

*Since there isn't any sand in my current environment, I start by molding my chakra, releasing it into the ground, and swinging my right arm out in front of me in order to create a small wall of dust particles in front of me. After creating creating the wall of dust, I proceed to mold more chakra. As I mold my chakra, I take in a deep breath then channel my chakra to my lungs and infuse it in the inhaled air. Soon afterwards, I begin nature transformation, altering my chakra to more closely resemble wind and cycling it around repeatedly inside me like a powerful gust (without hurting myself of course). Once I've molded enough chakra, and before I can no longer hold my breath, I exhale and release the gathered air in the form of a powerful gale. As the wind leaves my mouth, it carries with it the dust from the earth technique I previously used. When I release the air, I aim it in such a way so as to hit an adjacent tree. As the wind impacts the tree (and the sub-sequentially, the surrounding trees) they are effortlessly leveled. The extent of the damage can be seen by looking at the tree bark, which has been visibly shaved away by after being buffeted by the sand.*

(Doton: Hokoriheki no Jutsu ) - Earth Release: Dust Wall Technique

This technique creates a simple dust screen that will fade away after 3 turns.

(Fūton: Senpūken) - Wind Style: Hurricane Fist

*Once again, I start by molding my chakra. I begin channeling and concentrating that chakra in my right fist. After a little while, when I feel that I've molded enough chakra, I begin to perform nature transformation. Similar to what I did back when I was concentrating my wind affinity chakra within my bone sword, I continuously cycle my chakra against itself. I do this not so that it grinds against itself and increases in sharpness, but so that I can compress the wind further so that it resembles a vortex and continues to build "thrust." After a little while longer, once I've finished performing nature transformation, I get into position and perform a punching motion with my right hand. At the apex of my swing, I release all of the gathered chakra, which leaves my hand in the form of a powerful blast of wind. As the wind leaves my hand, as it is no longer being compressed, it grows into a much larger vortex that rampages across the battlefield until it impacts a tree mid-range away in front of me. The tree is easily knocked over as a result of being hit with such force.*

Description: This technique is somewhat of an enhanced version of the Beast Tearing Palm. It used chakra to infused with and condense a mass amount of wind to form a massive demonic-like claw extending from the user's dominant hand to strike and grab a target, as well as deflect any weapon or attack. In addition to making it a deadly short to mid-range weapon, the extending claw also carries tremendous force that can devastate anything in its path without affecting the user, making it useful for dislodging solid and heavy objects.

Similar to the parent technique. Use your chakra to create a claw made of wind on your more dominant hand, and swing your hand to grab on of your target to hurt them, this can also be used to deflect "any" weapon. Not to sure about the any part, but no matter.

Both are simple, and both a tai related, both uses wind chakra to cover a limb, fairly simple as to how to use them.
