Think about why Gotenks failed to kill Buu. He was about to finish him off, and then the fusion timed out. Oh my, what a terrible problem that cost them the universe. If only there was a kind of fusion, of the same power, but with no time limit? The absence of the 30 minute limit is all it takes to consider the Potara fusion "better", seeing as how the time limit was the only thing between Gotenks and stopping Buu.

Well the Viz version says it "works better" instead of just saying "it's better" in a vague way

Of course the interpretation of the statement is up to you but the way i look at it, The statement is saying the results of the fusion (power gain) works better with potara

Oh maybe because it's important information maybe?, time limits in the dragon ball world has no effect on the result of a battle unless you stall time like gotenks did. Elder kai is a wise god who does not focus on such minor things, when he say it's better. Then it is greater and more powerful of a fusion.

Gotenks is a dumbass, and that dumbass would have killed majin buu in 31 minutes. I'm focusing on what screwed him at the end, not on the fact that Gotenks is Gotenks.

Better is a subjective term, and the fact that the Potara has a much clearer advantage, one that would have saved the universe had it been used by Goten and Trunks in the first place, makes it seem much more likely that he is talking about the lack of a time limit. That's all it would need to be "better".

Great, the later posts were deleted. For all reading this now, My "Debate" with Nobel continued for a bit with each of us throwing pointless insults at eachother. Eventually, He must have misread my post as he though I had said that Gotenks was the smartest fighter around. I immediately used this as an excuse to say that everything he said must have been the opposite of what he meant, and that I he was agreeing with me all along. He wasn't amused by this, I didn't bother responding at that point.
