1.the clothes: hes clearly wearing the saiyan armor vegeta normally wears except he seems to be shirtless but you can still see the boots. normal saiyans back in those times didnt wear friezas armor they wore barbarian clothes
2. the time: the reason it has to be vegeta and not someone else is because the time it took place. keep in mind this happened long after the original super saiyan"myth" frieza was terrified of super saiyans even before he actually fought one if he heard about it he wouldve blown the planet up long before the ssg "myth" could be forgotten.
3.the looks: i know a lot of saiyans have similar hairstyles sometimes but yeah.. theres only two that have vegetas hairstyle and can go supersaiyan.. and only one that has vegetas hairstyle and clothes and can go super saiyan.
the only explanation i can give for the tail is that the super saiyan god form made them grow it back because the form supposedly fully taps their potential and if you read dragon ball you would know the tail gives saiyans a power boost.
