Vegeta is always behind Goku

Oh, maybe it's because I don't read the manga I don't see that. But if you talk about the anime, he hasn't put much on the table. The way Goku has been blabbering about Gohan's fighting abilities tells me that he's the backup of the tournament should Goku not be able to defeat the strongest opponent. Gohan is after all a different specie compared to Goku and Vegeta, and is one character who'll hopefully be redeemed, just as Vegeta has been. That was off topic, but it's kind of what's holding Vegeta back too. Gohan has to shine.

Toriyama hates Vegeta and always throws shade at him. He screwed him over in ROF, made him get negged by Goku Black, and has crapped on him constantly since he came along.

He's been ahead of Goku in the anime too. The manga and anime both did the same thing in a different way:
Vegeta trains hard > gets ahead of Goku > and then goes back and dominates Black. The only difference is that the anime had Vegeta do it straight out in Blue, and the manga had him use SSJG and switch briefly from that to Blue for power bursts. But without the power dip that comes from activating/deactivating Blue once because of his extra training.
When it comes to their limits, Vegeta has had a significant edge. But Goku of course can go into overdrive with Kaioken...
I forgot to mention that. That even if they came to be really equal, Kaioken will always be there at Goku's disposal for him to use as a last resort. So even if Vegeta kind of surpasses him, Goku will just use Kaioken to augment his physical capabilities.
The only way I see Vegeta really being Goku's equal is his attainment of a technique similar to Kaoiken or acquiring a completely different ability. It doesn't help that Goku inherently has a fighting spirit and naturally gets better as the fight prolongs.
