Vegeta's speech was definitely more emotional and left more of an impact. Sasuke's felt a bit forced.

As for reminiscence, can't forget their selfish pride ("Me, the prince of all saiyans!" and "I, of the Uchiha clan")

Kishi did state that Naruto(tm) is his interpretation of Dragonball

I loved Vegeta's better, because it felt more earned. You saw Vegeta change over time in the magna and face Kid Buu without any hope of winning. It took getting beat down to that degree, with so much on the line, for him to swallow his pride. Sasuke had that potential, but Kishi dropped the ball this year. Sasuke just kept doing 180s instead of slowly changing. It was awesome to see him acknowledge Naruto, but it's nowhere near what Vegeta did.
