i think vegpunk is a prisoner of the world government. like tom tom.
he may not of started off as one but he is now. free to do experiments but not free to go where he wants. like home and stop the freezing.
think this is part of the reason he helped to preset kuma to defend the sunny.
also with the giantafication and other such experiment that a kind person would not do.makes me think he is a prisoner kinda like in the iron man movie
with tom tom i thought luffy would find him in the prison. but dont think he was there think wg is using him to build vega punks inventions. like the machine parts of kuma. with vega doing blueprint programming and inventing in this mind like Einstein. the wg doctor doing the other stuff.
just think they make him study different things until he has though knowledge and can manipulate stuff like df and giant/ human dna. and so on.

do you think he is a prisoner? do you think tom tom is building is ideas?
just using kuma to show how they might be using him.
how else do you see the world government or nobles use him?

If he's as smart as painted, I find it hard to believe he's being used against his will.
Tom might be dead, but if he isn't he's most likely being forced to build something.

just when tom was a WG prisoner? and why did u expected vegapunk to show up in impel down??? He was foreshadowed many times that he has his own research labs on many islands and always changes his workplace acc. to experiments.

no i thought luffy would run in to tom tom there cause he was to be sent there. but was not shown at all in the prison. do you not remember that he made a deal to build the sea train the he would get arrested and sent to prison. it was probation to do good then when done prison. this was frankys story trying to stop the sea train from taking it creator to prison. that mad franky more cyborg
