Both Obito and Madara activated their Rinnegan during the 4th Shinobi War. Madara had activated it once when he was alive but did not have enough power to use it. Both of them have got the Mangekyou Sharingan as well and yet they are better at controlling the Rinnegan then most people. Nagato on the other hand had the Rinnegan since he was a baby so it should be obvious that he would be better at controlling it.
