During Kushina's back story, Minato was one of the people already living in Konoha and attending the academy before she arrived from the Land of Whirlpools. Plus he doesn't have the trademark red hair like Kushina, Mito, and Nagato.

I hope it's a mystery character Kishi will throw in in the future! It seems like Naruto is running out of possible plot twists! xD

maybe kishi hadn't thought of minatos name/story yet (aka the way the story has actually progressed) and thought it would make sense to put the uzumaki name down showing the correlation between naruto and the fourth (i cant remember if minatos actual name had been revealed before naruto signs that scroll). kishi could have later decided he liked the flow story flow a different way and changed it to what we know now.

or it could just be a scribble or whatever. cant say for sure *obviously*
